Government officer who links the district office with the people of a mukim, handling land matters, welfare, security and community programmes and working with the village heads (Ketua Kampung) under them. A Penghulu is a salaried civil servant (Gred NP5) appointed through SPA or the state commission, and candidates need community experience; Ketua Kampung are appointed community leaders paid an allowance, not a career post.

You can enter this career straight after SPM. A degree is optional, not required.

How people get into it here: SPM with a credit in Bahasa Melayu → years of active community and volunteer work (at least 10 years with SPM only, or 5 years with STPM, STAM, Matriculation or a diploma) → apply to SPA or your state service commission for Penghulu Gred NP5 → NP6–NP8 by promotion; strong performers can move up to Pegawai Tadbir N9. Clerks and community assistants already in government can also be promoted into the post after a special exam.
