Deferring University Study in Malaysia: Rules, Limits and PTPTN
Deferring is a formal application, not simply staying away. Universities such as UKM and UPM cap deferment at four semesters, and UiTM caps special leave for full-time students at two. Whether the semester still counts towards your study period depends on the university and the reason, and PTPTN does not disburse your loan for a semester you defer.

Sometimes the right move is to stop for a semester: illness, a family crisis, money, or needing time to decide whether the course is right. Malaysian universities allow this, but only through a formal application with deadlines, and it affects your funding.
Two different things: deferring registration and deferring a semester
Deferring before you register means you have an offer but have not enrolled. This is not a general right. UKM's Bachelor's Study Regulations 2024 allow it for a candidate who is ill or faces another problem that would affect their learning. The request must be in writing within two weeks of the session starting, for a maximum of two semesters unless the reason is health. A candidate who misses that deadline is treated as having declined, and the offer lapses. Check your offer letter and the admissions office, because other universities may not offer this at all. Deferring after you have started (called penangguhan pengajian, or cuti khas at UiTM) keeps your place while you sit out a semester.

These are university rules, not ministry rules, and they are amended. Read your own university's current edition.
Reasons universities accept
A UKM guideline lists health, personal, financial and family problems as reasonable grounds. UTM's list also includes a Gap Year programme, national interest and emergencies.
Health grounds need proof. UKM asks for certification from a government or university medical officer, a university panel clinic, a clinical psychologist or a registered counsellor. UPM accepts medical certification from a government hospital or the University Health Centre. UPM also does not allow deferment during or after the final examination week.
Simply not turning up is different. Under UKM's regulations, a student who neither registers nor applies to defer is given the status "terminated for not registering".
Fees and hostel
- At UPM, fees are not refunded if you defer after the second week of the semester, unless the Vice-Chancellor approves.
- At UiTM, a semester of leave that is counted in your study period carries full fees. Under the 2021 edition, a full-time student who has not yet paid fees pays RM55.00 to keep their student status during special leave.
- UKM's regulations say a candidate granted deferred registration is not treated as a student and may not use university facilities. Expect the same for residential college during a deferred semester, and confirm with your college office.
PTPTN and scholarships
PTPTN lists deferring your studies as one of the reasons a semester's disbursement will not be made.
When you return, your programme runs longer than the loan period that was approved. PTPTN's extension form covers deferment on health grounds approved by a doctor and the university, and deferment approved by the university for other reasons where you received no payment during that period. Approval depends on PTPTN having sufficient funds. The appeal is made through myPTPTN.
For JPA-sponsored students, JPA's sponsorship deferment form says you must first get the institution's permission, you may defer only twice, the total must not exceed 12 months, and no sponsorship is paid during the deferment. Other sponsors set their own terms; ask in writing before you apply.
How to apply
- Talk to your academic adviser or the counselling unit early.
- Get the deferment form from your faculty or the student portal.
- Attach evidence: a medical report for health grounds, or documents supporting other reasons.
- Get your sponsor's permission in writing, if you have one.
- Submit to the faculty before the deadline and keep the approval letter.
- Tell PTPTN, your sponsor and your residential college.
- Note the date you must re-register. Missing it can end your candidature.

- How many semesters can I defer?
- It depends on the university. UKM and UPM allow up to four semesters in total, UiTM allows full-time students up to two semesters of special leave, and health cases are treated separately.
- Does a deferred semester count towards my maximum study period?
- At UKM and UPM it is not counted. At UTM a deferment for personal reasons is counted while one for health is not, and at UiTM it depends on whether the Dean or Rector accepts the reason.
- Will I still receive PTPTN money during a deferred semester?
- No. PTPTN lists deferring your studies as a reason the loan is not disbursed for that semester. You can appeal through myPTPTN to extend the financing period when you return, subject to PTPTN's conditions and funds.
- Can I defer my university offer before registering?
- Only if the university's regulations allow it. UKM allows a candidate who is ill or facing a serious problem to defer registration for up to two semesters if they apply in writing within two weeks of the session starting.
- What happens if I just stop attending without applying?
- You risk losing your place. Under UKM's regulations a student who does not register and does not apply to defer is given the status terminated for not registering.
