Every state has a zakat body that helps Muslim students entering IPT, usually with a one-off entry payment and sometimes a yearly dermasiswa. You apply to the state where you live, not where you study, and most schemes close three to six months after registration. Published entry rates include RM800 to RM2,500 in Penang and RM1,200 to RM2,500 in Perlis.
Eleven states and the Federal Territories run a one-off entry-aid scheme for new IPT students that we could confirm on the provider's official site; for Kelantan and Perlis we found only loans or zakat aid. Published amounts run from RM300 (Kedah BAKIPT) to RM2,000 (Sabah BUDI, degree). Most must be claimed within one to six months of registering, so check your state now.
Most Malaysians who pay full price for a postgraduate degree did not have to. The main routes are MyBrain under the Ministry of Higher Education, university graduate research assistantships and fee waivers, employer sponsorship and HRD Corp-claimable programmes, PTPTN postgraduate financing, and research grants attached to a supervisor's project. Research degrees are far easier to fund than coursework ones.
Budget 2026 introduced Biasiswa Anak eKasih PTPTN — PTPTN funding converted from a loan into a scholarship for students from eKasih-registered poor households studying full-time diploma or degree programmes at public universities. It began with 5,800 recipients and RM120 million a year, and has since been raised to 10,000 students under the higher education plan for 2026–2035.
JPA's SPM-leaver sponsorship programmes opened on 3 April 2026 and closed on 16 April 2026 — thirteen days, three days after SPM results came out. The flagship domestic programme takes 200 students with at least 9A+ from pre-university through to a first degree, funded as a convertible loan.
Most SPM scholarships open before results are released and close within weeks. The students who win them are rarely the ones with the best grades — they are the ones who applied to twelve schemes instead of two, with documents already prepared.
