PTPTN First-Class Exemption: Who Still Qualifies Under the 2026 Rules

From 1 January 2026, the PTPTN repayment exemption for first-class honours is limited to bachelor's degree graduates of public universities (IPTA) from B40 and M40 families. You must apply in myPTPTN within 12 months of your convocation date. It is not automatic, and private university graduates are not covered under the current rule.

"Get first class and PTPTN is free" is what seniors say. In 2026 that is only partly true. The exemption still exists, but Budget 2026 narrowed who gets it, and you need to know the current rule while you still have semesters left to act on it.

What changed, and when

PTPTN's FAQ puts it plainly: effective 1 January 2026, the incentive is limited to students from low- and middle-income groups (B40 and M40) at IPTA only.

The six conditions

PTPTN lists them as:

  1. You studied a Bachelor's Degree full-time.
  2. You obtained the degree with First Class Honours from an IPTA only.
  3. You completed your studies within the period set in your PTPTN loan offer document.
  4. Your PTPTN loan does not overlap with any other sponsorship.
  5. You are from a B40 or M40 family, based on guardian or household income, for those completing studies at an IPTA from 1 January 2026.
  6. You apply within 12 months of your convocation date.

PTPTN adds a note that consideration and approval are subject to the Government's current financial position. Meeting the conditions gets your application processed; it is not a guarantee.

If you finished before 1 January 2026, or studied at a private institution, do not assume either way — ask PTPTN directly about your case.

How B40 and M40 are decided

PTPTN says the income ranges refer to the household survey published by the Department of Statistics Malaysia (DOSM). It does not print ringgit thresholds on its page, so we do not quote any here.

What PTPTN does specify is whose income counts, measured as gross income at the time you apply:

  • If you are single: the household income of you, your mother and your father (or guardian).
  • If you are married: the household income of you and your spouse.

Note what that means: your own salary after graduation is part of the calculation.

What counts as first class

PTPTN does not set a CGPA figure. Its FAQ says First Class Honours is conferred by the Senate of each IPTA. The threshold is therefore whatever your university's academic regulations say — check your faculty handbook, not a forum.

If the words "Kelas Pertama" do not appear on your scroll, PTPTN requires a confirmation letter from the university.

How and when to apply

Apply online through the myPTPTN web application at myptptn.ptptn.gov.my: Perkhidmatan > Bayaran Balik Pinjaman > Permohonan Pengecualian Bayaran Balik Ijazah Sarjana Muda Kelas Pertama. You fill in borrower, study and income details, then upload documents.

The deadline is 12 months from your convocation date. PTPTN states applications after that are not accepted.

Documents PTPTN asks for:

  • certified copy of the degree scroll
  • certified copy of the examination transcript
  • first-class confirmation letter, if the scroll does not state it
  • completion-of-studies letter, if the completion date is not on the scroll or transcript
  • income documents that apply to you, such as latest payslip, a letter confirming you are not working, statutory declaration of income, latest tax assessment, EPF statement or pension statement

Copies must be certified by an officer of the academic or records division of the university that issued the degree, with a stamp showing name, post and department. Another university cannot certify them.

What the exemption does not cover

  • A diploma loan. Only the bachelor's degree loan is exempted, even if your loans were combined.
  • Money received after you completed your studies.
  • Any part that overlaps with another sponsor.

PTPTN reschedules whatever is not exempted, or you settle it in full. If you had already made repayments, the excess is refunded, but you must apply for that in myPTPTN.

What a first-year student should do now

  1. Know your university's first-class threshold and track your results every semester with the CGPA calculator.
  2. Finish on time. Extending past the period in your loan offer breaks condition 3.
  3. Tell PTPTN if you gain another sponsor. Overlap reduces what can be exempted. Compare your options in PTPTN vs scholarship.
  4. Keep your GPA above 2.0 regardless — see when PTPTN money comes in.
  5. Do not borrow as if it will be written off. The rule changed once in your seniors' time and can change again. Read what Budget 2026 changed for PTPTN.
