Minimum MUET Band for University: General Rule and Bands by Programme

The general requirement for a public university degree through UPU is at least MUET Band 1.0, for STPM, matriculation, foundation, STAM and diploma applicants alike. Individual programmes then set a higher band in their special requirements: for the 2026/2027 session UKM asks for Band 4.0 for medicine, dentistry, law and TESL, and Band 3.0 for most science, engineering and business programmes.

There are two MUET numbers that matter for a degree application, and students often only know one of them. The first is the general requirement that applies to every programme. The second is the band your particular programme asks for, which is usually higher.

The general rule: Band 1.0

The UPU admission circular for the 2026/2027 academic session sets the same general requirement (syarat am) for STPM, matriculation, foundation (asasi) and STAM applicants: at least Band 1.0 in MUET, for tests taken from Session 1 2021 onwards, within the five-year validity period that starts on the date the result was released. The separate circular for diploma and equivalent applicants sets the same Band 1.0.

Band 1.0 is the lowest band MUET reports, so in practice the general rule means one thing: you must have a valid MUET result. No result, or an expired one, and the application fails the general requirement before your CGPA is even looked at.

The real hurdle: the programme's special requirements

The same circular says applicants must also meet the special requirements (syarat khas) of each programme, as listed in the UPU e-Panduan. That is where the band that actually decides your eligibility lives, and each university sets its own.

The table below shows what two universities published for the 2026/2027 intake. It is an illustration of the pattern, not a national table.

Two things are worth noticing. First, the same field can carry a different band at a different university: UTM's general special requirement is Band 2.0, while UKM asks Band 3.0 for its engineering and computing programmes. Second, MUET now reports half bands (2.5, 3.5, 4.5), and programmes do use them, as the Band 3.5 for media communication shows. The full scale is in the MUET format guide.

We could not verify the 2026/2027 figures for every public university, so do not assume the bands above apply elsewhere. Check your own programme.

How to check your programme's band

  1. Open the programme in the e-Panduan on UPUOnline and read the syarat khas for your applicant category (STPM, matriculation or foundation, diploma). The band can differ between categories.
  2. Cross-check on the university's own admission page for the intake year you are applying to.
  3. Compare it with the band on your result slip, and check the result is still valid.

Can IELTS or TOEFL replace MUET?

Only in limited cases. The 2026/2027 circular for diploma and equivalent applicants allows IELTS, TOEFL, PTE, Cambridge English and ELS CIEP in place of MUET only for categories F1 (A-Level), F2 (International Baccalaureate) and F7 (AUSMAT, SAM, CPU), and subject to the MQA programme standard and approval by the university senate and the ministry's higher education committee. If you are an STPM, matriculation or foundation applicant, plan on MUET.

If your band is too low

  • Re-sit. There is no entry condition to sit MUET, and the regular sessions run three times a year. See the MUET dates for 2027.
