State Entry Aid for University (Bantuan Awal IPT): State-by-State List
Eleven states and the Federal Territories run a one-off entry-aid scheme for new IPT students that we could confirm on the provider's official site; for Kelantan and Perlis we found only loans or zakat aid. Published amounts run from RM300 (Kedah BAKIPT) to RM2,000 (Sabah BUDI, degree). Most must be claimed within one to six months of registering, so check your state now.

Bantuan awal IPT is a one-off payment from a state government or state foundation to students who have just registered at a university, polytechnic or college. It is not a scholarship or a loan: the amount is small, never repaid, and almost always claimed within a window counted from your registration date.
This table only lists schemes we confirmed on the provider's official site on 1 October 2026. An amount appears only where the provider itself states it.

Notes on specific states
- Kelantan: Yayasan Kelantan Darulnaim (YAKIN) offers a study loan, not a one-off grant. For entry aid, ask MAIK.
- Perlis: no state-government scheme found; ask MAIPs.
- Johor: the YPJ portal still shows 2025 conditions; the 2026 dates and income ceiling (RM10,000 a month, per capita) come from news reports.
- Selangor: first-year students who register after the closing date may apply for HPIPT the following year.
- Penang: offer letters dated October 2026 onwards apply in July 2027.
- Terengganu: conditions are taken from YT's guideline dated August 2024; the current system shows no rates.
- Sarawak: Bantuan Kewangan Khas is a separate scheme, not registration aid.
Muslim students can also check zakat aid for IPT students, applied for separately.
Three rules that hold almost everywhere
- Your state is decided by birthplace, residence and your parents' voter registration, not by where the university is.
- Once only per level of study.
- The clock starts on your registration date. The window is one month in Terengganu, 6 weeks in Pahang, 4 months in Perak and 6 months in Melaka.
Prepare your offer letter, proof of registration, copies of your MyKad and your parents', proof of income and a bank statement in your own name.

Frequently asked questions
- Which state's entry aid do I apply for if I study in a different state?
- Apply to your home state, not the state where the university is. Eligibility is based on where you or your parents were born, where the family lives and, in several states, where your parents are registered voters.
- How much is bantuan awal IPT?
- It depends on the state and your level of study. Amounts on official pages checked on 1 October 2026 range from RM300 (Kedah BAKIPT) to RM2,000 (Sabah BUDI for a degree); some states do not publish a figure.
- Can I get state entry aid and PTPTN at the same time?
- None of the state entry-aid conditions we read bars PTPTN borrowers, because the aid is a one-off grant rather than a sponsorship. Check your own state's conditions, as each scheme sets its own rules.
- I missed my state's deadline. Can I still apply?
- Usually not for the same intake, because most schemes are limited to semester one or a fixed period after registration. Selangor's HPIPT is an exception: first-year students who registered after the window may apply the following year.

Dean's List Requirements in Malaysian Universities: GPA and Credit Rules
Most Malaysian public universities award the Dean's List for a semester GPA of 3.50 with at least 12 credits, but UM and UMK ask for 3.70, UKM and UTM for 3.67, and UPM for 3.750. A repeated course, a pass/fail course or a disciplinary record can disqualify you even when the GPA is high enough.
